Portuguese space-industry vehicle set up by the Portuguese Air Force, the engineering centre CEiiA and Earth-observation specialist Geosat (CTI Aeroespacial, registered as an association, NIF 516844156). Its named Nordic partner is Finland’s ICEYE: CTI signed the contract for Portugal’s first sovereign synthetic-aperture-radar satellite with ICEYE on 12 June 2025, ordered two more in June 2026 to take the fleet to four, and is building a satellite assembly, integration and test (AIT) capability with the Air Force in which ICEYE is the satellite and technology partner. ICEYE established ICEYE Portugal and a Lisbon centre of excellence on 9 July 2026.
CTI Aeroespacial is the contracting party on the Portuguese side of the country’s largest recent Finnish technology purchase. On 12 June 2025 it signed with ICEYE for Portugal’s first sovereign synthetic-aperture-radar satellite and ground segment, funded by the EU Recovery and Resilience Facility, together with a memorandum of understanding on further satellites that could be assembled in Portugal (Janes, 18 June 2025). The first satellite was launched in March 2026 and is already supporting national operations; in June 2026 CTI ordered two additional ICEYE satellites, with Portuguese personnel inspecting them at ICEYE’s Finnish production facility, taking the Air Force’s fleet to four (The Defense Post, 18 June 2026). The satellites form Portugal’s contribution to the Spain–Portugal Atlantic Constellation, planned at 12 SAR and 14 optical spacecraft.
The relationship has moved from procurement to industrial cooperation. ICEYE’s 9 July 2026 announcement of ICEYE Portugal and a Lisbon centre of excellence for software, systems integration and AI, under chief executive Rui Costa, explicitly names the satellite assembly, integration and test capability that CTI Aeroespacial is developing with the Portuguese Air Force, with ICEYE as satellite and technology partner. The Finnish company said Portugal is one of seven European nations that have procured sovereign end-to-end intelligence systems from it, and that the Lisbon centre will run industry days and joint programmes with Portuguese universities and research institutions.
ICEYE is the single most important Finnish company in Portugal’s defence and space budget, and CTI Aeroespacial is the door it came through. The AIT facility is the corridor story to watch: if ICEYE satellites are assembled and tested in Portugal, a Finnish space manufacturer’s supply chain becomes partly Portuguese, and Portuguese engineering firms gain a route into the Nordic space sector that did not exist before 2025.
