COWI is a Danish consulting group in engineering, environmental science and economics, headquartered in Kongens Lyngby. It is majority-owned by a foundation rather than shareholders, employed roughly 7,150 people in 2022, and states it has worked on more than 50,000 projects across 175 countries. Its Portuguese exposure runs through Southern European infrastructure and transport advisory work rather than a large standing office.
COWI is one of the three large Danish engineering consultancies, alongside Rambøll and NIRAS, and is unusual in European consulting for its ownership structure: 85% of the company is held by COWIfonden, an independent Danish foundation, with the remaining 15% held by present and former employees. There is no listed equity and no private-equity owner, which gives the firm an unusually long planning horizon on infrastructure work.
The group reported operating income of €33 million and net income of €22 million in 2022, on total assets of €498 million and equity of €203 million, with 7,156 employees. Its Iberian activity is delivered through its Southern European operations and project teams rather than a large permanent Portuguese establishment; COWI’s Portuguese exposure is best understood as project-based transport, water and infrastructure advisory rather than a standing local subsidiary.
Foundation-owned Danish engineering houses are among the most persistent Nordic actors in Southern European infrastructure, because they can bid on multi-year public programmes without quarterly earnings pressure. For Portuguese engineering firms, consultancies of this type are more often partners than competitors: they bring the client relationship and the technical standard, and subcontract local design, survey and site capacity. That is the same consortium logic that decides most Nordic public procurement outcomes.
