Portugal is preparing its entry into the Alliance Persistent Surveillance from Space (APSS), NATO’s flagship initiative to feed allied missions with continuous satellite surveillance data, the Portuguese Armed Forces General Staff (EMGFA) confirmed to ECO/eRadar this week. The national contribution will come from the Portuguese side of the Atlantic Constellation — a capability that is being built, in significant part, on synthetic-aperture radar satellites supplied by Finland’s ICEYE.
“Consolidated these foundations, the conditions are now in place to prepare national participation in the Alliance Persistent Surveillance from Space, with the procedures necessary to define the respective terms of integration under development,” a spokesperson for the EMGFA told ECO/eRadar, adding that each step follows the national strategy for the space sector. The EMGFA did not commit to a date, though sector sources cited by ECO point to a possible entry as early as this year.
The Nordic connection runs through Helsinki
The industrial spine of Portugal’s contribution is conspicuously Finnish. In June, Portugal acquired two additional high-resolution SAR satellites from ICEYE, the Helsinki-area radar-imaging company, to be operated by the Portuguese Air Force. Their launch is scheduled for the end of October. The procurement ran through the PRR-funded Agenda New Space Portugal via the CTI Aeroespacial consortium, which brings together the Air Force, CEiiA and Geosat.
That deal followed the March launch of two earlier Atlantic Constellation satellites — one of them a SAR unit already flying for the Air Force — and came just weeks before ICEYE incorporated a Portuguese subsidiary and announced a Lisbon centre of excellence, a move NorthSouth HQ covered in detail this week. The Portuguese side of the constellation is planned to reach at least 16 satellites, a mix of SAR and optical platforms.
Spain moved first at Ankara
The immediate trigger for the Portuguese timetable question was Spain. At NATO’s Ankara summit earlier this month, Madrid became the 19th ally to join APSS. “Spain will contribute by reinforcing coastal surveillance through imagery from its Atlantic Constellation satellites,” NATO deputy secretary general Radmila Shekerinska said at the Defence Industry Forum in Turkey. On the Spanish side, Open Cosmos presented in May the final design of eight satellites, backed by a €30 million allocation.
The Atlantic Constellation remains a joint Iberian project, but the two countries are deliberately running separate implementation tracks. “Although they share this common objective, each country develops its own component and defines its implementation path according to its national strategy and priorities,” the EMGFA spokesperson said. Portugal chose to put satellites in orbit first; the products they generate are already operational.
What APSS is — and who is already in it
Launched in 2023 with initial leadership and €16.5 million in funding from Luxembourg, APSS is described by NATO as the largest multinational investment in space capabilities in the Alliance’s history. It works as a large-scale virtual constellation, called “Aquila”, that pools national and commercial surveillance satellites. Nineteen allies are contributing more than one billion dollars in total to exploit commercial and national space assets and to expand advanced data-exploitation capabilities.
The membership list matters for the corridor: Denmark, Finland, Norway and Sweden are all APSS contributors, alongside Belgium, Bulgaria, Canada, France, Germany, Greece, Hungary, Italy, Luxembourg, the Netherlands, Poland, Romania, Turkey, the United States and now Spain. When Portugal completes its integration, Portuguese SAR data — captured by Finnish-built satellites and processed in Lisbon — will sit in the same allied data pool as the Nordic contributions.
Why this matters for the corridor
For the Portugal–Nordic axis, APSS entry would formalise something that has been building all year: a Finnish-Portuguese industrial partnership in defence space. ICEYE gains a southern European anchor customer with NATO-integration ambitions and a new Lisbon engineering base; Portugal gains sovereign radar imaging with a proven Nordic supplier and a seat at the table of NATO’s most ambitious space programme. With two more ICEYE satellites launching in October and integration procedures already under way, the second half of 2026 is set to be the period in which Portugal’s space defence posture — and its Nordic supply chain — become permanent fixtures of the corridor.
